What would boxing history be like if Cubans and Soviets were allowed to turn pro?

For half of the 20th century at least, the most skilled Cuban and Soviet amateurs weren't allowed to turn professional due to their communist governemnts despite both being dominant forces at the amateur level. How do we think history would have changed if they were allowed to turn pro? Does the HW title go from Ali to Teofilo? Could Savon beat Lennox? Does Popenchenko beat Monzon? Could Papp have beaten Emile Griffith if he hadn't had his career halted by the USSR?

They were and are pros,in everything but name,I don't think there would have been any drastic changes.
Papp was Hungarian and fought mainly out of Vienna, a good fighter ,but not good enough to beat Griffith.
