Although I think Stiverne is a decent hw, I think this title came to him a bit easily and he hasn't really proven himself.
In your opinion what would he have to do in the division for you to accept him as a proper world champion.
I'm sure a lot of people would say to beat wlad, however this isn't really the case in other divisions, for example Froch is considered a proper world champion but hasn't beaten Ward.

He's need to defeat Wladimir Klitschko.

Right now he's just another paper champ.

He's never beaten anybody except Arreola.

He is a legitimate champion. He was first in line and ready to fight Vitali who retired and left the title vacant. He can't be blamed for Vitali's decision. Was Vitali a paper champion when he fought for the vacant WBC title right after Lewis decided to retire and vacate the title?, was Lewis a paper champion when Bowe deliberately dropped the belt rather than face him?....etc. A paper champion is someone that fights nonsense competition for a vacant title and Stiverne sure as hell didn't fight a nonsense opponent for the title.

Currently the official #1 champion in the division is Wladimir, but Stiverne is definitely #2 and a legitimate champion in comparison.

That's not really the case in other divions, how many current world champions have beaten every other champ in their division? So would you say Froch is a paper champ? Are Golovkin and Cotto paper champs because they haven't beaten Quillin?

Cotto beat a champion and the official reigning lineal/#1 fighter in the division since 2010. He doesn't belong in this discussion.

I generally agree with what you are saying, Arreola was a good opponent, but I think many would argue there are stronger opponents in the division.
Do you then feel he has done enough to be considered a proper champ and not a paper champ?

They don't need to beat "every other champ" they just need to beat THE champ.

Froch needs to beat Ward to say he's the 168 champ (although Ward will lose that status due to inactivity).

GGG is the best at 160, but he's been avoided.

Quillan is just another paper champ.

That's a fair point, but what about Froch?

So would you say there can only ever be one champ in a division?

In your opinion is GGG a proper champ?

In other divisions we acknowledge boxers as being a genuine world champ without beating the number 1 in the divsion.
But the heavyweight division seems to be different.

    I don't. I see Champions and beltholders.

But there's something else going on in the HW division... the gap is huuuuge.

So you don't think Froch is a champ?
