What's the difference between Cotto & Pacquiao?

With all this talk about what's going on for May 2nd I'm find myself asking what's up with these two guy's? I understand technically Cotto is a free agent but mostly uses TR on a fight by fight basis & Pacquiao is signed to TR, it just seems like there is noway possible that Mayweather offered Cotto a better deal than Pacquiao that Cotto can sign on potentially twice and Pacquiao can't agree once.

Drug testing although no longer an issue was never a problem for Cotto who got no cut off like it was with Pacquiao with one.
You have to know Cotto is making nowhere close to 40mil even with PPV.
And unlike with Pacquiao he's willing to give up a huge weight advantage that wouldn't be there at 147.

So what's up I just don't get it? I know I'm probably going to get the typical "He's Scared" responses but seriously Mayweather-Pacquiao SHOULD happen next

The proper response is Floyd is scared of Manny but not so much Cotto.Hopefully she will grow a big hairy set of ***** and this might change.

Pacquiao demolished Cotto and Floyd knows Pacquiao has the wrong style for him.
    That's the difference.

I truly respect the conversation you're trying to initiate with this, but at this point the simply mention of the name 'Mayweather' triggers dumb ooze from deluded Pac fans on here.

Even if that's the case how does that stop Pacquiao from accepting wayyy better offers then what Cotto's got? Cotto is interested in Floyd for 15-20mil, What's with Pacquiao that he can't agree for 40+mil.

What happened to Floyd saying he accepted pac's challenge only to duck him once again in favor of cotto?

You don't know floyd's terms. Floyd already mentioned pac would not get $40M this time. He also wants to pick the gloves, referee and judges.

You think he's still not getting offered more than Cotto, and you think he's not picking the ref, judges ect.. vs Cotto. Even 30-5mil +30% of PPV would end up being more than Mosley, Cotto, & Canelo made vs Mayweather combined, what's the deal.

Floyd referenced the Hoya fight were Hoya got to pick the gloves, weight, referee, judges, etc. You would be surprised what other terms floyd added like putting arum out of negotiations and showtime must be the exclusive distributor. Must we pretend that he is giving pac a fair shake in his demands?

The deal is he already fought cotto. He needs to fight pacquiao as he promised. If Floyd thinks Pac would lick his ass like Cotto would or like Mayweather licked Hoya's, floyd is misguided. He can duck pac yet again to fight a recycled cotto fight.

If you personally say you'll do anything to make the fight and your steady turning down some of the best offers in the history of the sport how does that work?

Really it seems like the same situation as 2011/2 Top Rank was all talk but as soon as Mayweather spoke both times all you hear is the same stuff, why fight in Vegas, can't fight in May, BS about money even though Pacquiao doesn't fight for money. People act like he's getting 5-10mil which is probably what Cotto would get maybe closer to 15.

As far as Mayweather-Cotto II I'd be cool with it IF Cotto beat Canelo/Mayweather beat Pacquiao in the spring and the fought at 157+ in Sept for the Lineal MW Title.

He would give floyd the majority of the pay but not the terms that woukd affect a fight. Are you even a bixing fan or a flom0? Can you support a fight where floyd forced pac to wear pillow gloves and has his own ref and judges?
