Yes, they made him a mandatory. Hughie pulled out. At that point, the WBO had not ordered Parker to fight anyone in Fury's place and had not ruled on what they were going to do. Wilder's camp said, "HEY, forget about that date and let's fight a unification in June or July." And Parker decided to fight his own sparring partner. Right after that fight, the WBO still hadn't ordered anything regarding Hughie and Wilder's camp said, "HEY, let's unfiy these titles this summer." Parker's response was complete crickets. Then, about a month ago (give or take), Peter Fury said "Hughie is going to fight in July." At that point, Parker could have gone to the WBO and said, "Screw this, make him wait, I want to unify with Wilder this summer and the winner can fight Fury." Instead, more crickets. The WBO and WBC rules BOTH say that unifications trump mandatories and it's in both bylaws that a mandatory contender can be made to wait if a unification is taking place. Parker and his team had the rules on their side and could have made a push to unify. Instead, they let the Furys (who had pulled out on them) dictate terms. "Where do you want us to fight, Mr. Hughie, sir? When? We'll be there." Fury is going to pull out and Parker has no one but himself and his team to blame.

Just did some quick research: AFTER Wilder had signed to defend against Wawrzyk, Parker's promoter said he was in talks with Wilder's team and had talked to Al Haymon about a unification fight this summer. At the time, Parker had no mandatory. He was expected to fight David Haye if he beat Bellew. Which didn't happen. He said he had read the WBO rules and unification trumps mandatory. He said the Wilder fight WILL HAPPEN but it's a matter of when. Then when he had the chance. Parker chose to fight his own sparring partner and THEN, with the situation in limbo for more than a month, not a peep nor a sound until suddenly he's agreeing to go to the UK to fight Hughie, the guy who dicked him. He had ample time when the status of Hughie as a mandatory was unknown to say, "Screw this, let's make the unification." He didn't. The end.

Parker fought Ruiz in dec 2016 and said he looked to fight Wilder in 2017. Wilder fought in feb 2017. After that the door was open to make the fight but Parkers people chose to fight Fury because they said he was the mandatory. Ok, so when Hugie bailed Wilder wanted the fight but wanted about eight weeks to get ready. However Parker's people felt that they needed a fight then because Parker had trained for Fury and needed to fight so they chose Razvan. Now Fury claims he is ready and that fight is back on. I don't think that either fighter is ducking the other, it's just the timing hasn't lined up. Maybe after the Fury fight they can get it on, because Hearn is not gonna sanction the Joshua fight until he gets a couple more big money fights from Joshua. What Wilder does in the meantime is up to Wilder.
