This. You have various people with completely different agendas. As a businessman, Arum doesn't want the fight. Bad for business. Roach wants it, sees it as a great challenge. Pacquiao is a poor communicator and tends to be "docile" and defers to Arum and/or Roach. Mayweather knows he can make MORE money fighting the likes of Ortiz than fighting Pacquiao, while risking little. Hence, no fight, not ever.

Manny has a lot of people speaking for him, none of whom want to put their ego aside to accept Floyd's demand and make the fight. I don't think they believe in Manny as much as he may believe in himself. Manny will leave his heart in the ring. But, his team, probably, suspects that won't be enough to sustain the hype train and keep them getting paid. They know how good Floyd is and the risk involved to Manny's earning power. So, they will exhaust all possibilities with Manny first (Bradley's next, I think), and cash out on the Floyd fight. Meanwhile, Floyd will make a mint and stay sharp feasting on "young, hungry, lions" (next up, Khan) until Team Pac is willing to accept his demand and make the fight. I see it happening like this.
