You know what happened? Floyd became really uncertain of himself after the Mosley fight. Taking that right hand and being badly hurt was not part of the script and that shook his confidence. Check after that where he started making weird vblogs like Stephon Marbury, and then started making taunts and racially charged statements. That's when it all happened, I think. It was more about Floyd being unsure of himself than being scarred of Pac.
that's what i think. shane's power confirmed the reason why he retired and never faced a powerful welterweight in the first place. cotto, williams, younger shane, margarito.. he could have beaten these guys but the risk was considerable as well. one punch can easily change the outcome.

Tell Mayweather to convince the commission that the OSDT is needed and back it up with scientific evidence. If OSDT was really necessary then the commission would've enforced it by now. Team Pac: We will do whatever the commission tells us to do. If Floyd proved that it was needed then he could've forced Pac to take the tests and thus expose him if he was on illegal substances. But he didn't, Because he can't. With all those "Illegal substances experts" behind him he still couldn't prove it scientifically to the commission. We don't need to be rocket scientists to know why he can't prove it. Even with these Pac has continuously bended to meet half way and even more. But you see as he offers something Floyd goes farther. Draw your own conclusions.
I could make a bunch of post pointing to how Pac is scared of Mayweather. But I won't because I don't hate Pac. So I don't want to get into the habit of bashing the guy. Just know that for every case you could bring out against Mayweather. There can be a case brought out against Pac. The dislike for Pac's moves isn't as strong as the hate for Mayweather personally.
If the commission would rule against it though then there would be no fight regardless. Mayweather wouldn't all of a sudden change his mind. The commission allows these things to be negotiated through the boxers. Just like 8 ounce gloves at 147 and 10mil pd weight penalty. Those aren't commission rules. Mayweather agreed to them anyway.
It won't get ruled out if it is really needed. The commission would have the reasons if they rule it out. They can't just rule if out because they wanted to, They would be hypocrites. All Floyd needs to do is prove that it is needed, I'm pretty sure that he proved it with scientific evidence then the commission would have no choice but to implement it. Hatton was very beatable. He was a decent world level operator but was by no means an elite level fighter. Mayweather fought him when he had peaked, and outside of Hatton's natural weight class, and Pacquiao fed off the remains. To compare either performance in the grand scheme of things isn't a true reflection of PBF or Pacquiao's ability. :rasta
