If the commission ruled that it was needed then they would have to use it for every fight. Which would end up costing A LOT of money. Which is why they leave things like this up to the boxers per fight.

Mayweather cheated on a catch weight of 144 he never cheated on a non catch weight fight. There is no reason to believe that he would come to weigh in over 147 for a WW fight. He has never done so in his career. But still Mayweather could claim that the commission needs to rule that a 10mil per pound penalty is fair or maybe they should let the commission decide what the price to pay for being overweight besides killing the fight.

10 oz gloves are standard at 147. The only way 8 ounce gloves are standard are if both fighters agree. If Mayweather wanted 10 ounce gloves and Pac demanded 8 oz gloves then Mayweather would win that case.
