When did the mandatory challenger come into effect?

I'm going through the pioneer age on my research for my channel 1890's through mid teen 1915 or so..

There's definitely not any mandatory challenger at this point. I followed Ring Mag forever
Their first official annual rating was 1924.

Did they use Ring magazine as the mandatory challenger? and if so what year did the mandatory challenger start happening.


I dont really know any of this information. I was hoping to be enlightened.
I'm pretty certain Tunney was a mandatory challenger so Ring magazine musta played a role I would of thought.
