I think you aren't aware to the Eastern Euro padding method. Fight truly terrible fighters for around 30 bouts/5 years, then whenever the current champ is past it and on his way out, either wait him out, or try to ambush him and take his title.
Don't rush this kid, he needs to feel out the division for another 3-4 years before he makes any commitment to stepping up the competition. I don't want to see another young boxer ruined by fighting talented opponents.
