P4P#1 and 2 often meet each other with one fighter draining weight or bulking up. When was the last time they were in the same weight class and fought? I'm trying to think just how historic a Manny-Money fight would be.

Wasn't Shane Mosley pfp#1 when Vernon Forrest beat him. Didn't Forrest obtain the pfp#1 status after that or the second win? I think they fought at welterweight.

Sugar was #1 when they fought, but inspite of Forrest's bleeting, he never achieved #1 or #2 status to my memoy. Hopkins took over from Sugar at #1, I think.

    Chavez-Whitaker, I think.

I think briefly at the end of 99 start of 00, it was Mosley and Trinidad at 147.

Yep. Chavez-Whitaker, and the last time the P4P #1 and #2 met. If we are talking same weight class, Mosley was P4P #1 in 2000 and Trinidad #2, however as Mosley moved up to 147, Trinidad left the division the same year.
