Just looking at his record, it has to be the strangest of any fighter i can think of. His top 5 wins are up there with anyone's best ever.

    Jack Dempsey
    Sam Langford
    George Gardner
    Bill Papke
    Jack Twin Sullivan
    Tony Ross
    Tiger Flowers

He also fought and lost to some of the best as well.
Jack Johnson, Jack Root, Sam Langford, Jack Dempsey and many others.

In fact, through his entire career, he pretty much fought everyone there was to fight in his era and while the win loss record was much better in his prime than past prime or pre prime, as to be expected he would also produce the unexpected wins or losses consistently through his career. In fact he has probably won, lost and drawn against every single calibre of fighter from All time Great to downright poor.

is there a fighter with such a strange record?

The strangest thing is that he looks very limited on the film we have!

Was he the best of the pugilistic firemen, even? You've also got Terry Marsh, Lanard Lane, and erm..Teddy Atlas?

I have a feeling he wasn't an actual "fire fighter" fireman.
I think he was a guy who worked tending the fire on the steam engine on a locomotive train, shovelling fuel into the fire, etc, which is also called a fireman.

You've never heard of the Falinnio clan, or their rich olive fields?

And he was a shrimp. Didn't take much to be elite back in the day.

The real interesting thing is that he truly bridged the Burns/Johnson to Dempsey era.
