Someone has to come last on a top 25 list. That would be Tommy Burns for me(in my ranking, I'm doing the polls non sequentially, though, so I've still got a few more to get out). In his favor, he ranks in the top 5 all time for consecutive HW title defenses (even though they were really bad), was champ for a couple years, did amazingly well for someone of his size even in that era. He was also the first HW champ to really go on a worlds tour to defend the title, setting a big precedent for the future. He also was probably the least prejudiced HW champ of any white champ for the first 40 years of World HW championships existence. On the other hand, he was laughably tiny for today at 5'7, wouldn't even be a light hw contender today, was no match at all for Jack Johnson, and wasn't particularly important to his era except for giving Johnson the opportunity to be champ.
