Jones Jr his higher. I put Pac right around where Oscar is, maybe lower. People gotta understand, Oscar truly won his fights vs Tito and Mosley in the rematch, you add those 2 and is wins over elite prime opponents is really second to none. But everyone looks as them as losses, which they are on paper, but you fix those 2 robberies and it drastically changes his ATG ranking.
Alos, Pacs wins over Barerra and Morales though trump anything Floyd did.

Of course he is, no doubt about it! I would say he is the second best p4p since the start of the 2000’s only eclipsed by Mayweather. Overall i have him about top 30 p4p which imo is VERY impressive given the history of the sport.

I rate Pacquiao very high because of his wins over Barrera, Cotto, Hatton, Marquez and Morales. Show me another Flyweight champion who could dominate a strong WW champion like Cotto. It's impossible.

To me Pacquiao is far and away the highest rated fighter of the last 30 years. He easily rates higher than RJJ in my opinion. The depth of Pacquiao's resume just blows RJJ out of the water. While RJJ is certainly a great fighter and one of the best fighters to ever lace them up though.

    When Pac fought them:

    Bradley (never been stopped)
    Marquez (never been stopped)
    Algieri (never been stopped)
    Clottey (never been stopped)
    Rios (never been stopped)
    Mayweather (never been stopped)
    Vargas (never been stopped)
    Mosley (never been stopped)

Who was Pac supposed to have stopped?

Mosley was finally stopped... but it was because of his shoulder.

Rios was finally stopped... by Bradley, because he had the worst camp his career. Garcia just finished a completely shot version.

Algieri was stopped by the massive Spence after wars w/ Provodnikov and a 12 round beating from Pacquiao.
