Just looked at the BoxRec rankings, Kevin Johnson is at 98, Wepner wouldn't beat him, Mark DeMori is at 109, Wepner might beat him, so he'd probably rank between 98 and 109.

Yes. Those guys were bigger, and hit a bit harder. Wepner would not be top 30 today. All of the above guys were.
He'd get ranked by one of the 4 organizations. Or more. The promoters would get him ranked for a softie title defense or I could see him being a soft touch/stay busy type bout for the better heavies out there. Al Haymon would love the guy as an opponent for his heavies. Pretty much the same thing today for Wepner as it was way back then. Chuck just won't be the guy getting his arm raised at the end of the fight.
Have you seen Wepner on film? In order to get ranked you need a decent record. Wepner was 36-14, losing too often to journeyman or no name fighters, sometimes via stoppage. Even the WBO in the 1990's would have issues getting Wepner a title fight. Who did he beat? His best claim to fame is flooring Ali ( Wepner age 36 for this fight ), and being Stallone's inspiration for the movie Rocky.
Six of those losses were to Liston Mathis Bugner Bobick Foreman Ali Another three when he was 37,38,and 39 years old. He beat Terrell & Ramos I see nothing in those I mentioned records to suggest he couldnt hang with those guys. And at 6'5" he was certainly big enough. Who had Wach ,Arreola, and Pianeta beaten to earn title shots?
Wepner made early the top ten in the 1970s. I’m pretty convinced he could make the top ten today for goodness sake.
Oquendo and Ustinov are both over 40. I'm still waiting to find out who Wach,Arreola,Pianeta, beat to get their title shots?
