Cotto is not a legit 154lber. He is a blown up welterweight who has only fought fighters who only really established their careers in weights lower than 154 before moving up.
If he consecutively beats Lara/Vanes II winner, Mayweather, and Alvarez, he will clearly be #1 (via impressive great wins and taking the mantle from Floyd directly). Unless, of course, somebody else were to accumulate wins which kept them ahead of him (Ward and Donaire likely).
