Prob the most obvious answer and most likely the best. I'd also stick B-Hop opponent Joe Calzaghe in that same bracket. His stock soared in what was the tail end of an injury plagued career.

Probably Ali. I would argue that all of his fights post suspension were past his prime and considering the level of competition he faced, I think he had the best career.

George Foreman - oldest boxer to win the heavyweight title.

Pre suspension Ali was faster and quicker and could sustain a higher workrate.

But post suspension Ali was bigger, (very important in HW division) stronger, tougher, smarter and more skilled.

The Foreman fight was an incredible showing of technical skill.

I would take the Ali of the Terrell fight over any post suspension Ali. Ali had noticeably slowed down when he returned and had to rely on his guile and toughness. Pre suspension Ali could hardly be touched in the ring.

    Well yea.

It depends on what version you view as better. The quicker, faster one.

Or the smarter, stronger, tougher and more skilled one.

The one that beat prime Barrera, prime Marquez and prime Ledwaba. So the featherweight version.

Pacquiao's physical prime overlapped with his greatest victories. With the exception of the Cotto fight and even then he was awfully close to his physical peak, just out of his natural weight class.

Ali's greatest wins came after his suspension.

He was still "past prime" though, he just adapted and learned to fight and win another way.

I don't agree with the stronger, tougher and more skilled. What is this based on? If anything, later in his career he was more involved with other stuff and didn't train as much....so he wasn't as strong most likely.

When he was younger, he was just as strong and tough, but had the fighting style which didn't require him to showcase those attributes. Much like why some people underrate Mayweather's strenght and toughness today, but then he goes in there and proves to be the stronger fighter on the inside with most opponents.
