5 title shots, all ending in defeat:
    Santos Cardona
    Yaqui Lopez
    Lionel Hernandez
    Mitsunori Seki

Victor Polo and Rocky Juarez also had 5 title shots, without ever becoming champion... but they didn't lose all 5 (both went 0-4-1)

By the way, Martin Murray is presently 0-3-1 in world title bouts, but since he's getting a shot at Billy Joe Saunders in June - he, too, will (most likely, I guess!) be 0-4-1 before long.

Andrew Golota fought for all 4 major alphabelt belts, he went 0-3-1, although I think he should have gotten the decision against Ruiz. Lightheavyweight contender Jerry "the Bull" Martin fought Eddie Mustafa Muhammad, Matthew Saad Muhammad and Dwight Muhammad Qawi, in title fights and was stopped by all three.

He was a good fighter, but, yes, he got way too many opportunities. The WBA and IBF loved that guy.

Hmm, I suppose you are right. The Norton fight was just for the NABF title.

Rocky’s draw was a robbery that he really lost.

I’m just gonna throw in that Mexican-American heavyweights have a pretty dismal heavyweight title record:
Arreola: 0-4 (if you count the first Stiverne fight which was technically for a “Silver” belt)
    Molina: 0-2
    El Gallo Negro: 0-1
    Andy Ruiz: 0-1
So 0-8 overall. If Breazeale counts, that’s 0-9.
