You're very argumentative. Because although Roy dropped a few rounds, he was extremely dominant. Now if you want to discuss/rate the worth of his opposition, then that's a different debate altogether. But in terms of your actual question, Roy dominated most of his title fights without dropping many rounds. So he fits the criteria.

Given the parameters of your thread it would have to be either Emile Griffith or Willie Pep. They are 1-2 in the most Championship rounds fought in modern boxing history and since they are both HOF'ers it's no stretch to say they probably won most of the rounds.
