Tyson definitely. That was the attraction on his way to the HW title, it wasn't that he was beating great opponents, it was that he was destroying guys in double-quick time, on a double-quick schedule.
Joe Louis did the infamous bum of the month tour, but Holmes, Tyson, Morrison & Bowe all had their questionable opponents. I venture to say most boxers have had a period or two where they didn't have to fight up to their true abilities.
