Which boxers, with around 60 fights, rank above Pacquiao?

I know the obvious answers when it comes to Pacquiao's ATG placement and who ranks above him, are usually fighters with extremely long careers. Robinson, for example, with 200 fights or Armstrong with 180 career bouts. The longevity is something that Pacquiao will never match and it's hard to compare careers, based on wins alone, without giving the edge to these guys who had more than 100 fights and far more 'good' wins. However, looking solely at boxers who fought roughly the same number of bouts as Pacquiao has, who has actually achieved more?
