Which boxing sanction body or bodies is (are) the worst when enforcing mandatories?

The question is which sanctioning body of boxing (or more than one) are the worst when enforcing its champions to defend its title against no-name undeserving number one contenders. It can be just one, two, three, all four, or if you feel that there should be mandatories, then you can say none.
