Sure, there were fighters he could have faced that he didn't, but that's always the case. Especially over a 12 year reign (ok, 8 years effectively).

Maybe Monzon ducked him as well then.

True I mentioned that Joe had cleaned up the division from about `66 to `71. He was holding the title that last year but I dont think he was the same fighter he had been. His team had him thinking about retirement. In regards to Mac Foster he did have a shot at getting a Frazier fgiht if he had maybe beaten Quarry. Same holds true for Lyle. He couldn`t get past Quarry. With that said I don`t consider Mac Foster a major contender.

Not sure about Bob Foster, but Vincent Rondon wasn't looking for
    any rematch:
1972-04-07 : Bob Foster 175 lbs beat Vicente Rondon 175 lbs by TKO at 2:55 in round 2 of 15

I don't understand Mike McCallum. Hagler retired before Mike even went to middleweight.

McCallum was going to move up in 1987 specifically to fight Hagler as was Curry who stepped aside for Leonard and went on to be stopped by McCallum at Jr middle.

I do not remember anything about Mike fighting Hagler. I remember Curry was talked about to fight Hagler since Curry was looking like a future great. Mike blew his chances when he lost to Kalambay in April of 1988..

There was no serious talk whatsoever of any Hagler fight. The talk was whether Hagler would fight SRL or Hearns before likely retiring.

    This is fantasy.

Hagler by 87 was winding down. The fact that his brother, Robbie Sims was considered a contender showed that it was definitely a period of transition and a rematch with Hearns seemed to be the only viable bout for Hagler at the time such was the middleweight void. There was no chance that Hagler at that stage could have motivated himself to fight low profile contenders like Herol Graham for little money and though there were seemingly a new young generation on the horizon with the likes of Nunn, Tate and Olajide, it's understandable that Hagler couldn't or wouldn't wait around for them to develop and step up. This is where Ray Leonard stepped in and the rest is history.
