At least top ten ranking in their division, maybe top 50 or so pound for pound, give or take a little. My original intent was to name the same amount of fighters from each country, to make a fair comparison, and to keep things simple. The five fighters I listed for each country should be pretty damn close to the top five fighters in those countries. However, I picked fighters that either reside (long time residents, grew up there, learned to fight there, majority of pro fights there, etc.) in those countries or were born in those countries. As I've said a few times already, I gave each country the benefit of the doubt. I personally consider fighters like Nonito Donaire an American, Lucian Bute a Canadian, and Miguel Cotto Puerto Rican, for example. However, the serial knit pickers aren't letting anything slide.

USA will always be the mecca, anyone else is pretty much a wildcard. The Cubans, Mexicans, former Soviet Union, and Puerto Rico have always been known as the powerhouses in boxing and have produced countless champions. I think Cuba probably has the most talented at the moment outside the U.S.
