Have any cruisers from the past or present had/have bigger or big legs in comparison to any of today`s champs at heavy or champs from the past at heavy and would this mean anything?

Yes they have. We have had Heavyweight champions that never even weighed over 180lbs in the ring, so you don't even really have to check it. And yes, it does mean current and past cruisers are bigger and stronger as a lot of old-time heavyweight champions.

I think he's talking about modern heavyweights who weigh over 220lbs, not ones like Marciano, Dempsey and Louis.

I highly doubt there are any cruisers with bigger legs than heavyweights. The lower body (glutes, thighs, calves) carries the most mass and if you're trying to make the 200lb limit you can't afford to have big legs. Unless the cruiserweight is very short then his legs will be smaller than heavyweights.

Having said that there are probably some cruisers who have bigger legs than chicken legged Deontay Wilder.

I always thought that having bigger legs gave you more power yet Wilder and Wlad have shown the opposite.
