It could be either Cotto or Canelo.

    And Marquez, Mosley and Margarito.

Pac i can sort of understand because you could argue Marquez, Barrera and Morales are his best 3 victories and occured at SFW, but for me the bulk of his career was spent at WW, he was considered p4p number 1 as a WW and during his best run of form which started about 2006, he was weighing in as a WW on fight night anyways, he just stopped cutting.

Do people just not read through threads before posting in them? I'll repeat:

    Pacquiao has:

    Cotto
    Margarito
    JMM (3)
    Algieri

    Cotto has:

    Martinez
    Geale
    Canelo
    Pacquiao
    Margarito (2)

    Canelo has:

    Lara
    Kirkland
    Cotto
    Khan
    Chavez Jr.
    Mayweather
    Jose Miguel Cotto

And I suspect possibly several more fights at 150 earlier in his career. Boxrec shows both Alvarez and his opponent weighing in between 149 and 150 pounds several times. Odd for a 154 limit. I guess Canelo is really the catch-weight king.
