I agree with what you say. On that note, Foreman was a great heavyweight and Liston a very good one but neither were great champions. Liston had just one defense before losing the title, albeit, a one round KO of a former champ. Foreman had just three successful defenses during his two reigns. These facts do not really address the thread title but if their time as champions plays into how they are rated then this has to knock both of them down a bit.
That's it and you could add Holyfield to that list as well. Jeffries was a far more dominant champion and had a better reign, especially ending of it. It is even more impressive than of Dempsey and Frazier in my view. Vitaly Klitschko had more defences than Liston, Frazier and Holyfield collected.
