The WBC looked to turn over a new leaf when Sulaiman Jr took over, but lately more and more trades of his late father are shining trough.
They only enforce their mandatories when it's in their best interest. They made mocking of the WBC HW title desperately trying to get a Mexican holding the belt, later setteling for a North American.
The WBA lately has found another way to have 4 beltholders at the same time in a single division and are now looking to make ancient RJJ their "Super" Champ (thanks to Hyurov money) without facing anyone remotely dangeous for 4½ years and needing a gift against Glazevski, after being dropped face first by (WBA champ!) Lebedev.

The WBO and IBF have their issues (like leaving a dope cheat keeping the belt), but they're currently the least least corrupt of the bunch.

IBF for sure, especially since they got a kick up the a$$ by the feds 15 years ago with the whole Bob Lee going to jail thing. Since then they have been pretty by the book in comparison to the WBA/WBC.

WBC gave AJ and Dyllian White belts for beating bums in their last fights, they are a massive joke. They also have international an intercontinental titles, as well as 'silver titles',

WBA are a complete farce with their multiple champions at each weight and the WBC are clearly corrupt as f**k. The other 2 don't seem as bad.

Looking at top 10 is the best way to judge imo. In HW (my favorite division) rankings, WBC is the one I have the least problem with (not including not having Wlad on their rankings). Their ratings are about as good as Rings. WBA's is by far the worst, and that is my memory of them historically. I'll rate them by fighters, including champ, I have outside my own top 10:

WBC: 7 of 11 in top ten(plus champ) are in my top 10; the ones who aren't are Joshua (almost certainly will be, just waiting on beating better comp), Spilka (top 15ish) and Browne and Teper (top 25ish, Teper might make it to top 10)
WBA: Only 4 in my top 10, remaining are Briggs and Oquendo (haven't deserved it for many years) Ortiz Browne Fedosov and Ustinov, (probably none of them will ever deserve it)
WBO: Nearly as bad as WBA, only 4 of 10, but at least Martin, Joshua, Teper and Parker all have a reasonable chance of eventually belonging in the top 10, unlike Fedosov Ortiz and Gerber
IBF: 6 are in my top 10, remaining include premature possibles like Martin and Teper, and fairly near misses like Cunningham and Spilzka
