Which single person is most to blame for The Fight not happening?

I personally don't believe it conspiracy theories, however in this case I truly do, the three fighters Floyd Mayweather famously 'ducked' were Miguel Cotto, Antonio Margarito and Mannny Pacquiao, all Bob Arum fighters, a very clever move by Bob with Mayweather being rather unintelligent and claiming mayweather ducked all three, they are all household names now. Conspiracies happen once, not three times, good marketing however happens forever.

 

gotta say Money May = impossible to tell really but I just get the feeling he has not wanted the fight to happen..... yet.

 

I change my opinion on this all the time. It's either Bob Arum or Mayweather.

A few months ago I thought Arum had been exposed as the guy who had stopped it happening all along but then Floyd came out with the money demands and made that utterly ridiculous offer to Pacquiao and it does seem as though it's going to be one roadblock after another from Mayweather now.
