Boxing is tougher because of human anatomy. Our bodies are developed to grab and hold things, not strike them. We do not have horns or hooves to kick and strike things, we have hands to seize and manipulate, so MMA is a more natural thing to do. Boxers wear gloves to keep their hands from being broken. Both boxing and mma do require a high degree of physical fitness and skill though. My reasoning is that doing something unnatural is harder to do.
Ask yourself this how would Boxing's best P4P Floyd Mayweather or Manny Pacquiao fair in MMA right now if they faced either Renan Barao or Jose Aldo, guys who are around there respective sizes? My guess is not too well. They'd be Kicked, Elbowed, Kneed, Taken down and beaten to a pulp or submitted. I think the answer is clearly in terms of toughness: MMA all the way. Boxing is beautiful though kind of like the taekwondo of hands or fencing, but no where near as tough as mixed martial arts. Both Boxing and MMA take a certain breed of athlete to even compete in those disciplines and it really just comes down to natural abilities as to which sport an athlete gravitates to. Short answer is both are tough and personal bias will always sway this argument one way or the other.
