The Light Heavyweights spring instantly to mind with probables/possibles like - Ezzard Charles Harry Greb Archie Moore Gene Tunney Michael Spinks Bob Foster That's a very strong lot with some success at Heavyweight as well. Middleweight doesn't have a lot of P4P success at higher weights excepting Hopkins, Welter has some with SRR and SRL.
It's all opinion. The p4p nonsense was created to be stacked in favour of smaller guys and against the heavyweights since the heavies were already the greatest h2h fighters due to their size and power but it you are making a list of atg's then the heavyweights have in no particular order the likes of Dempsey Johnson Louis Ali Holmes Marciano Tyson Lewis Wlad Klitschko Foreman Frazier Holyfield
I'll go for Middleweight. The top 9 fighters on my Middleweight list all feature within the top 20 on my P4P list: 1 Greb 2 Robinson 3 Ketchel 4 Monzon 5 Hagler 6 Fitzsimmons 7 Langford 8 Walker 9 Burley

I'd say they are most of the right names ,but not necessarily in the right order! If you can afford to leave out Conn , & Langford I think you would have to concede the 175lbs division takes some beating.
If, as the name implies, this is closest to the weight the average guy can most easily fight at, it would stand to reason that it would also have the deepest pool of talent.
