And you left out the fact that Floyd was only fighting once a year anyway, so that means he only missed one fight prior to dragging Marquez up two classes higher than Juan had ever fought at.

Look, Floyd's longevity was very impressive, but when determining greatness, I tend to rank prime above longevity. And Whitaker's prime was better than Floyd's. He was more dominant in his prime, and beat better fighters.
In instances where a guy knocks out the pfp number 1 in the sport in a certain weightclass, while past prime, I’d like to think the guy could comfortably fight in the weightclass. It wasn’t an Azumah Nelson situation.
Floyd lost to Chavez's sparring partner. Let's not forget that one. His safety first approach wouldn't last in the 70's, 80's and 90's and probably gets booed for it. Whitaker went to face to face and kept himself in the danger zone while evading power shots. Plus, Pea never cherry picked opponents nor did he have the judges and referee in his back pocket.
I'm not sure with Matt but I think Flea has Floyd in the 31-40 tier where Pea might be in the 21-30? Flea's podcast with Connor Ruebusch, 10 fighters Greater than Floyd Mayweather is a great listen actually, very fair and balanced and informed.
