Ask Eddie Machen. I think he just didn't put his punches together as well as Liston, or have the same variety.
I don't think Johansson hitting harder than Liston is the worst thing i've ever heard, but I wouldn't bet on it. The bottom line here though is that were splitting microscopic hairs.

I think it depends on weather you regard the hardest puncher as the person who can put the most raw power behind a punch or the person who can deliver the hardest punch.
