Just for the sake of argument, the problem with Fitzsimmons is while he has the longevity of reigning over the sport he lacks the actual number of standout victories. Put him side by side with other ATGs and no one can compete with how LONG he was No. 1. But 1-30 can probably surpass his number of quality wins. Mayweather, too, was pound-for-pound No. 1 longer than a lot of men you and I would rank above him.
i wouldn't rule out pacquiao belonging on that third level. flyweight champion to welterweight champion in this day and age is quite an achievement that hasn't gotten due appreciation.. yet..
So how do you work out pound for pound? It seems that lighter weight fighters have a better chance of been chosen judging by some of the lists.

I agree, because of their size heavyweights are up against it here, but that's just how the breaks work.
