The terms in your question make it unfair - you know that USA , mexico , puerto-rico are all in america and it still doesn't end by that.
but still , ruiz is surely even not one of my top 20 hated boxers in it - he still fought tua ! did arreola agree to fight a 'shot' version of tua ? of course not , too dangerous ! ruiz also fought an unbeaten kirk johnson. he is a bad choice for most hated fighter , say what you want about his style , but at least he doesn't use elbows (tyson) , headbutts (holyfield (although i'm not sure that intentional in his case) , hopkins) rabbit-punching , plasters.
Amir Khan is a good choice , however and from the justified reasons , although i'm not totally sure that he was mine #1 in europe (if i gave it profound thought). if he'd rematched barerra and prescott it can change my mind if it will be clean next time (unlike previous time against barerra , should have benn a NC).

I dont hate any fighters I dont know them to hate them. I dislike Mayweather the most he disrespects boxing to much.

 

Dan is notorious for hating him. Also quite a few of the Brit Forum lads have met him and they all seem to agree that he's a total bellend.

On to my choices . . .

North America: Shannon Briggs (also my most hated of all fighters regardless of continent with Wlad Klitchsko a close 2nd) When will this man just hang it up, call it a career, become a thespian, do something besides claim that he can become HW champ and, when he fails to do so, blame it on "Asthma." I don't wanna go into further detail cuz this will turn into a rant but he's #1.

South America: Miranda maybe. Alotta mouth and is a Plan A only fighter. Highly one dimensional.

Australia: Dic Varchinyan: A whole lotta ****in' mouth. Doesn't like to give anybody credit and believes he's invincible. Love to watch him lose. When Donaire starched him I damn near wet my pants with glee.

Africa: Sam Peter: Fat, Sloppy, Slow, Plodding, Methodical, Under-Achieving, Serial Rabbit-Puncher. There's no room for this in the fight game.

Europe: Wlad Klitschko: He's a scared, frightened, petrified *****. Has no heart. Serial hugger who grabs whenever his opponent is within their arm's distance of him. Wins by outsizing his opponents. Never outskilling them or out-desiring them. Jab, jab, jab, jab, jab (because I've got greater reach than you), bore the entire audience to death. Brought it out and single-handedly put the nails in the coffin of heavyweight championship boxing. The guy is so ****in' horrible he's having HW championship fights on ESPN Classic for chrissakes!!! Wanna know why? He's ****in' boring and whenever you get close enough to him where you're able to land he flails his arms like a ****in' girl in an attempt to tie you up. No one wants to see him fight . . . not even on a premium network. Forget about PPV. Ever since he's had the title you can't even think about putting a HW championship fight on PPV . . . not unless you slip it on the undercard. And don't gimme any bull**** about "it's because he's European." Cuz it ain't. Lennox was a Brit and he could still do it. LL fought, he didn't act like a petrified punk ***** his entire career. I anxiously await the day when somebody manages to free themselves from his vice-like grip and knocks his ****in' block off a la Corrie Sanders. The guy is a cancer to my sport. Arghhh!

 

If the boo-boo Pavlik has on his pinky makes him unable to fight, I hope PW gets in the ring with Joshua Clottey. I'd love to that thick as ****, loudmouth, cry baby getting smashed to bits.
With Clotteys solid chin, it would be nice drawn out affair.
