I think who below heavyweight is a better question. Sorry but the best heavyweights would stop him, his chin isn't literally made of Iron. I don't believe that even a Toney , GGG or Hagler iron chinned 160-168 wouldn't get stopped by a Foreman or a Liston, big punching heavyweight. Certainly stopped, if not knocked out clean.
combination of defense and chin, tough man to stop.close to 100 fights and never close to being stopped.Only a few prime ATG heavys, like Tyson or Foreman, might get the the job done
The question is who is good enough with the right style to catch him clean but also powerful enough to crack his granite chin. Maybe Joe Frazier. Wouldn't bet on it though.

I know. The question however is who can, rather than who would. At 160, I can see a scenario where SRR does stop Toney. Not similar to Fullmer but possibly like LaMotta and Turpin; following a brutal body attack. If I was a betting man I'd only confidently put money on Joe Louis, Mike Tyson and George Foreman stopping him at HW
I think Riddick Bowe would have been a nasty match up for Toney. Bowe loved the body and teed off against small guys like Cooper, Ferguson and crushed them.
Probably a Tyson type who would work the body. I can see James go down similar to Michael Spinks against Mike. I suspect you mean at heavyweight. I don't see many fighters below heavyweight who could do it.
Toney is a fun fighter to do mythical matchups with because he's skilled and fought in so many divisions. Its hard to imagine him getting stopped, unless it was on cuts. I think a few heavies could do the job though. Bowe had good infighting and was huge. I wonder if he could get the job done?
I totally admire Toney but feel going the distance w a one dimensional Peter and a bulky, long in the tooth Rachman, for sure accomplishments defining his defensive skill, guts and chin do not mean he was unbeatable and unstoppable .. If he fought Joe Louis twice over 15 rounds I believe Louis would stop him in the rematch if not the first time .. Joe Frazier would be a brutal match up for him over 15. Tyson would be brutal. Here's a sleeper .. a fast starting , monstrous punching Cooney that ripped apart Jimmy Young would be extremely dangerous ... especially as Toney lacked the heavyweight punch to really hurt him .. There are always the shots of a Bob Foster and Ezzard Charles at 175 as well ... It's to me the speed and power guys opposed to the monster punchers who can tire out if they don't do it early .. that aside , Toney was an exceptional all time great fighter ..
