    Mayweather is neither a belt holder nor a big money draw on his own, so when you say "deserves a shot", that is poor wording. The guy who's been trying to get a fight with PBF the longest is Margarito. Since Margarito is also the #1 ranked welterweight, he naturally be the logical choice.
