First, there was an issue with testing at the very beginning of the stage that Roach talks about. EVERYONE already knew about that. Floyd wanted random Olympic style testing for the first time in his career (but why?? it's a form of roadblock) and Manny didn't want to get bullied around but this doesn't mean a duck happened. Manny eventually agreed to every demand but the fight still didn't happen and this part is what people are really talking about when Floyd avoided the fight and kept putting up more roadblocks.
