Probably Cotto, he might pickup a loss in the future if Mayweather comes back, but after that he will clean up any other champs and contenders around his weight, gaining him the spot due to his solid record. Chad Dawson could jump up the ratings if his career is managed well.

I say Cotto, with Mijares a solid possibility. I invision both these fighters clearing out their respective divions, I wouldn't pick anyone of either of them currently (unless some unknown up-and-comer beats them). The reason I favour Cotto is because generally fighters from the lower weight classes aren't thought of as highly as their bigger conterparts. I don't think Pavlik will become P4P no.1, primarily because there are so many tp fighters around his weight divison that could/would beat him. The likes of Pac, JMM and Guzman will most likely be retiring or near the end of their career (they can only go downhill from now on), so the chance of them being No.1 is unlikely. I think it'll be Cotto.
Exactly how is Pavlik even P4P material? That is laughable if you dont mind me saying. Think of all the recent P4P kings, and think of Pavlik. A good fighter granted, but pretty slow, predictable and basic. He wont be undefeated for long, if he keeps on fighting all comers.
pac shouldn't be totally overlooked. imagine him doing good in higher weight classes, which may be possible.. other than him, mayweather and gamboa.
cotto. it's very possible he cleans out 147 and 154 in that time frame. he also fights in a "glamor" division, whereas lighter weight fighters tend to get overlooked.
He drew against Maldonado only 2 years ago, and Maldonado is quite the known quantity as being a gatekeeper. His past performance isn't as irrelevant as people think. As has been pointed out, something about his style leads judges to score rounds against him that it looks to most fans like he clearly won. That needs to be accounted for as well.
