Not hard to do when you have a lot of hometown fights against off duty police officers, sanitation workers, bartenders, and postal workers like Jones did. The Hopkins and Toney fights were fine wins (even though the fights were boring with little action) but Jones pretty much bottled it after that. A win from 1993 or 1994 doesn't mean much in 2004. After that point Roy was reluctant to fight the best. Jones has nobody to blame but himself.

No, Roy didn't run through all of the LHW division.

He just didn't have the opportunity to fight every guy in the top 10. He did beat most of them though.

It was akin to Joe Calzaghe being recognised as the best SMW in the world for many years. He couldn't fight the likes of Ottke due to politics, but to many people, myself included, he was the best SMW on the planet.
