a boxer could look for his welfare. he can refuse to fight if he feels that one fighter would be much bigger than him and his safety compromised. floyd has the obligation to make the weight first but he already saw the loophole of paying the fine much more easier than making the weight.
Floyd signed to fight at a catchweight, then got the contracts changed when he decided he was going to cheat Marquez at the scales, to avoid paying additional fines to the Nevada State Athletic Commission. What Floyd did was actually far worse than fighting at catchweight. He told a 135 pound Marquez that he'd meet him at 144 (3 pounds under 147), then at the last minute decided he'd fight the lightweight at 147.
