Who gives ring announcers the go-ahead to call fighters future HOFers?

    I've heard them use that phrase definitively for fighters that probably aren't locks to make it (e.g. Ricky Hatton).

    I think it was Ricky who gave the go ahead on that occasion.

    The ring announcers just say whatever the promoters pay them to say.

    So what if they handed Michael Buffer an index card that told him to say "both of these fighters had their way with my wife last night," would he do it?
