When they did fight Pacquiao showed to be quicker, proof of that is Mayweather playing by the John Ruiz school of boxing, one or two punches at a time and get into the clinch. Mayweather felt the need to have to constantly get into the clinch against Pacquiao to prevent Pacquiao from firing back in combination. Pacquiao imo was visibly faster, Mayweather quicker to get off the one shot.
