Ali. Ali beat a prime Liston, and prime Foreman. He beat a slightly past it Frazier, and a still pretty good Floyd Patterson. His resume is also loaded with a lot of very good contenders. SRL's resume is top heavy,but doesn't have the depth of Ali's.
If you said top 3-5 wins it's arguable but Ali's depth is one of the best you'll find on any single-division man, and Leonard not so much, despite the number of weight classes he went through.
