Well a lot of fans did score it for Maidana, Floyd was roughed up in that fight. I think you'd agree that standing there and taking repetitive shots to the shoulder isn't a good look. Now Floyd is known for the shoulder roll which is a defensive maneuver. So judges have to interpret the effectiveness of shots that hit the shoulder, just like judges have to interpret shots to the head that are slipped. If your glove connects to the head or face, but the fighter is moving his head away as it lands, and it doesn't land flush, then is that a scoring shot? If a jab is thrown but it barely grazes the face, is it a scoring shot? It's the same thing with the shoulder, if you are doing a shoulder roll, and a shot hits shoulder but only grazes the shoulder as it's turning or spinning away from the punch, then it's not an effective shot. But if a shoulder/bicep shot lands flush, lands hard, then that's an effective shot.

Hits to the shoulder on Floyd that don't land flush because he's doing a shoulder roll should be scored like a grazing shot to the head that's being slipped. Flush shots that land to the shoulder like that one on Bivol at the end of the first round are eye catching and are a lot more effective than many grazing jabs or partially blocked shots to other areas. So judges need to look at and judge how well a shot lands, how hard it lands, moreso than where it lands.
