Calderon or Gamboa imo. Khan also has very good handspeed but he is yet to mix in the same class as the two mentioned.
Kahn has very fast hands but pulls a lot of his shots in his eagerness to get his hands back to his chin. Not as as accurate has he could be if he placed his is punches more. But his training is obviously geared to his strengths, speed and movement.
I think the group has been established since the same 7-8 names keep coming up. My choice is one that's been said many times already: Gamboa. Combined with his natural quickness is the fluidity in his punches that allows him to throw a 5 punch combo and lightning speed just on instinct.
One name that hasn't been mentioned yet that belongs in the discussion is Sergio Martinez. I'll agree on Gamboa, Khan, Berto, Dirrell, Judah etc. Pac and Calderon don't have the handspeed they used to have.

No one has the fastest hands, you can't say this so and so fighter has the fastest hands today. People say Pacquiao has the fastest hands in boxing, but I can see his punches. You watch tapes of Holyfield in his prime, you can barley see his punches. It's hard to measure handspeed, either they're really fast or they're not.
Andre Dirrell, Yuriorkis Gamboa, Little Derrick Wilson (Prospect), Amir Khan (You need to witness him live), Gary Russell (Another Prospect) Very fast hands. Very close between those guys... Floyd is more about timing than handspeed, Judah has quick hands too but not as quick as those guys though.
