Toss up between Bivol and Inoue IMO. Bivol uses it in the more versatile way, to measure and maintain distance, to control the movements and reactions of his opponent, to constantly give them something to worry about while he manoeuvres them into a position to unload his combinations. It's not the hardest jab but it's constant and consistent and must be a nightmare to deal with. Any time you think you've closed distance on him to land a power punch that jab is in your face and the shot you thought would land is suddenly whiffing through air. He's like a matador constantly baiting you to come forward then popping you with the jab and moving just out of range. Inoue's jab is like a fencer's lunge crossed with a battering ram, laser-focused, quick, explosive and does real damage. Fighters that feel it probably subconsciously peg it as a power punch as much as any of his other shots, by the way they react to it and try to prevent it landing clean. And when he jabs to the stomach it's no joke. Fulton's attempt to parry the jab to the midsection is what led to him leaving himself exposed upstairs. If your jab is snapping heads back and bruising faces and internal organs then it's a great weapon to soften up opponents mentally and physically or stun them just enough to leave them vulnerable to a right hand and any other follow up punches.
Those are my two picks as well. In terms of effectiveness Inoue slightly edges it in my opinion but both of their jabs suit their respective styles perfectly

Yep and that was only his 10th pro fight and he only had 4 amateur fights as a teenager before he signed with the Dragons in the NRL
