I will choose Ken Shiro here. 9 defenses, 2x champion, and is set up to have two unifications in his next two fights. If he beats Gonzalez and Kyoguchi he might have the best junior fly resume ever. He'd also have beaten everybody he fought.
I'm going to say neither have a chance. If I was to pick one I would say CP Freshmart has a better chance. Even though Teraji is the better fighter I think the competition for him at 108 is very daunting. Chang, Yuh, Gonzalez and Carbajal are all currently higher ranked in my estimation and I don't think he can get to number one. CP Freshmart may already be number two behind Finito Lopez. The issue for the Thai fighter is that he is already 32 years old and I don't think he will have enough time to do enough to pass Lopez.
Probably Knockout since the talent pool in the history of the strawweight isn't that deep. Obviously you have Ricardo Lopez, some other names include Roman Gonzalez, Rosendo Alvarez, Niida, Eagle Den and etc overall nothing incredible. In Kenshiro's case to be the GOAT he probably has to beat Kyoguchi, beat the winner of Gonzalez/Iwata and later beat the IBF champ and even then he will have a hard case.
I feel like due to politics Knockout has less chance to surpass Lopez than Teraji has to become undisputed.
Kyoguchi is going to give Shiro a beating... But to answer the thread question for me neither one has a chance to become the best ever at their respective weight.
It's more due to the lack of incentive Thai promoters have to make their charges fight each other and the other champions. I once read long ago how it was Thais' dreams to have all the world titles and organize a huge tournament to crown a undisputed champion, but alas that dream seems far off.
Kyoguchi couldn't legitimately beat and struggled against a LITERAL MIDGET in Vega (not the guy from Street Fighter). A booze and Covid free Kenshiro whips the floor with Bumguchi. He beat him three times in the amateurs and will do so splendidly again!
Shiro lost to bum ass Yakubi and if you want to talk about gifts go watch his fight with Guevara...And who gives a **** about amateur results those are irrelevant...he could have beat him ten times and it still wouldnt mean ****...Hiroto is going to beat his ass and you can take it to the bank.
Yabuki would KO Kyoguchi. After Kyoguchi is whooped by Kenshiro, maybe we can get Yabuki vs Kyoguchi as an eliminator at 112.
Yabuki was the Japanese champ and number one ranked in the WBC, clearly he was no ''bum''. Second Kenshiro clearly beat Guevara, especially in the last three rounds the whooping he gave him was severe. Kyoguchi's days as champ are numbered and he and you Terror know it!

Yabuki was a bum who never beat anyone other than Shiro and has losses to nobodies..Hes ****....Theres a blueprint to beat Shiro theres none so far to beat Kyoguchi and no that mexican midget didnt beat him...Kyoguchi KO 8 Book it...
Two of Yabuki's losses are robberies. One of those robberies is vs a young Junto Nakatani, who he beat clearly. The other two losses are vs Teraji and Akui. "Nobodies" lol. Yabuki was the BoxRec #5, Ring #8, TBRB #6 when he fought Ken Shiro. Not a bum at all.
