strange thing about Pac, we was at his fastest at LW and below but he wasn't at his prime at LW and below. At his fastest I'd say he's faster than all the options.

Prime 1 punch speed I'd say Floyd or Zab, but combination punches I'd give to Pac.

Judah fastest one punch; Pac fastest combos; Floyd fastest counter punches.

I know this wasn't the question but I feel speed is only usefull when it can benefit another attribute.

Speed and accuracy combined, Floyd hands down.

Speed and Power/angles, Manny hands down.

    Judah? Now?

And i think you should take Mosley and PBF off the list. They are fast but aren't as fast as guys like Gamboa, Dirrell and Berto.

    Prime for Prime
    1.Judah
    1a.Mosley
    2.Mayweather

    3.Pacquiao

I dont see pacquiaos hands as being fast. Hes certainly not slow, but I only think hes about a little faster than the average boxer(considering hes a feather/lightweight). alot of opponents say so but From what I see on youtube/recorded fights(I have alot of each fighter) Pacquiaos speed is not as impressive as everybody makes out. Just cause Calzaghe can throw a billion punches in a flurry does not make him faster than even an old Jones, just in better shape. For me fast hands is the ability to strike swiftly like lightning without even having to set up. Long combos is more in the dedication to fighting fatigue/consistency category for me.

In his prime its Mosley his 8-9 punch combos where incredible. Judah has fast hands but rarley puts together any combos and when he did the opponet was garbage. Mayweather's speed diminshed at 147. Right now id say Pac is the fastest hand fighter at that weight and foot speed to.
