I think ill take Ali and Lyles word for it since they fought both and they said Shavers hands down. No one is a better authority on this subject than ALi. Holmes also said Shavers was the hardest puncher he fought(over Tyson,Cooney). Big George said Cooney was the hardest puncher he ever fought.

 

Of these guys PFP Louis,Dempsey,Marciano hit as hard as these guys. Especially Louis!! However just pure power (not Pfp) My ranking would look like this.
