Very close call between Ali and Hasim Rahman although Tyson Fury and David Haye get honorable mentions :rofl

The answer to this question depends on its context.

In the ring h2h I'd go to go with Lennox/Vitali with Tyson a close 3rd.

On achievement its Rocky closely followed by Lennox.

I agree totally with your assessment on H2H. It seems impossible to throw both career accomplishment and H2H together. This would not work in any other sport, yet boxing fans keep doing it and try to uphold a nostalgic view that always makes heros of the past look better than any current fighter. Joe Louis had perhaps the greatest career at HW but would get spanked by the modern Klitschko/Bowe/Lewis prototype.

Louis was fast, but Ali had his mouth that would get under any opponent's skin including Louis. Ali and then Louis.

A question: Without being the greatest self - promoter of all time and a courageous humanitarian who was ahead of his time on many issues, would Ali be considered the greatest fighter? Simply based on achievement?

A tie between Lennox Lewis, Ali and Marciano.
